Which raises the question of who ought to pocket most or all of that 18% increase in value? The homeowners didn't earn it; certainly absentee landlords didn't. If this money, a windfall for homeowenrs, went to the city instead it would be easy to fund more bike lanes and public transit— these public works would literally pay for themselves, and then some.
